Regulatory Reform
To solve a funding gap for a regional developer, a 15-month campaign was conducted to reform the allocation of billions in tax credits for mid-sized U.S. cities. Due diligence revealed a mismatch between U.S. law and Housing and Urban Development (HUD) regulations. After developing the case and engaging HUD, addressing career and political official concerns along the way, reforms were implemented that impacted tens of thousands of lives as our client successfully completed their project.
Federal Branding
Following an Administration transition, a regional funder for impoverished and low-income U.S. citizens stopped receiving grant funding from the U.S. Treasury Department. With a case built on historic performance, Congressional and Executive Branch advocacy was conducted as part of a comprehensive Federal branding campaign. Within nine months, funding returned at increased levels.
Obtaining Corrective Action
Our client sought to solve decades under-reimbursement from the Department of Health and Human Services (HHS). Several internal and consulting efforts had failed in the past. Utilizing in-depth due diligence, a rebuilt technical request, and coordinated advocacy yielded historic success. The hospital received an initial tranche of financial relief within 9 months, surpassed break even at 15 months, and achieved an overall 80:1 return on investment over the course of a 5-year campaign.
Clearing Bureaucratic Obstacles
Months past deadline with the Defense Logistics Agency (DLA), a Fortune 500 was blocked from pending Federal contracts by the absence of approval of a form request. Federal staff were unreponsive to requests for assistance. EMCA evaluated the underlying causes and resolved the challenge at minimal cost, saving hundreds of thousands to litigate an appeal and clearing the path for millions in revenues.
Federal Funding Support
As part of a team ensuring the continued existence of national security infrastructure, hundreds of millions of USD were secured for the research, development, and demonstration phases of a multi-billion project. Advocacy materials were prepared and Executive and Congressional officials were engaged, including the Office of Management and Budget (OMB), to deliver cost-benefit, legal, and political messaging in support of the project.
